It's equivalent to powering up stake specifically to the support of the target account, and then receiving your curation back as upvotes on your own posts.

It can be transferred on request with a minimum of 10 units, but not to the account it was sponsored by. Since it is transferable, it is possible to make deals to sell it, but there is no token so there is no liquid market or orderbook.
