It's difficult to say since the dad does not have a 10th Edition Datasheet.
The statlines changed with the edition and some things are more valuable than others.
He was fielded with Colour Sergeant Kell as a bodyguard.
Creed had the ability to give one Infantry unit scout and issue up to FOUR orders a turn instead of Ursula's two, however, in that edition you could fail the giving of orders. You needed to roll a leadership test to receive the order correctly. So 4x tests need to be done while Ursula's Orders are automatically successful.
Neither are earth-shattering in melee or even shooting. Guard Commander's value is in command.
So they are different but fulfill similar roles in the fact that they add to the command and strategy available to your army.
