Does crime really pay off in Brazil? [EN/PT]

Hello again!

As I mentioned in my intro post I'm a postgrad degree in Investigative Journalism, been grinding in the field for 7 years. While I'm out here daily writing about all sorts of crimes going down in Brazil, it's got me thinking: Does crime really pay off in Brazil?

This whole pondering got even more real last weekend at Cabofolia, a big off-season Carnival bash in Cabo Frio, Rio de Janeiro, one of the wildest Carnivals in Brazil.

Between the 18th and 20th of this month, Cabofolia went down in Cabo Frio, Rio de Janeiro's Lakes Region, and it's hailed as one of the biggest off-season Carnivals in the country.

So, my news site got the nod to cover the event, and my bestie João Víctor, a reporter and personal bud of mine, got jacked during the coverage. His iPhone got swiped despite heavy security – according to the event boss. Now, it's got me asking: Does crime really pay, especially at these big events where crews organize heists left and right?

Right after his phone got snagged, João bounced from the event and hit up the nearby cops. The GPS was tracking his phone, showing it was literally across the street from where Cabofolia was going down.

He talks to the cops, and they straight up refuse to help. Say they can't do jack. What the heck? Ain't it their job to catch these crooks? So, João heads to the Police Station and files a report. Same old story.

This all went down in the wee hours of last Friday.

Come morning, he spills the beans to me, and since I've got connects in the police scene, we start trying to use our street smarts to get that phone back.

Then comes the kicker. My buddy starts getting threats from the crooks holding his phone, saying they got all his and his family's info, and he better just back off.

Once again, João goes to the Cabo Frio PD, this time reporting not just the theft but also the threats. We hoped for some police support, but the response was, yet again, "Sorry, can't do anything".

After that, João loses hope of getting his phone back, and I'm left thinking, yeah, crime pays off in Brazil. Even with all the evidence and location data, the crooks walk away victorious. Makes me wonder how many crimes go down daily all over the country, and these baddies just stroll away scot-free.

In my eyes, the police system in Brazil is a hot mess. Divided into different roles, these state organs are supposed to maintain public order, protect people and property, control violence, and fight crime. But it feels like they're all playing a losing game.

HOW DOES THE POLICE SYSTEM WORKS IN BRAZIL?

The Brazilian police system is a maze, split between visible forces and the judiciary. The Military and Civil Police, in charge of public safety in the states, often deal with bureaucratic hurdles and a lack of mutual cooperation. This structural issue needs urgent attention to combat impunity and push for justice.

Apart from the Military and Civil, there's also the Federal Police, Federal Highway Police, and the Fire Department, which operates as a military force.

For those not living here, let me break down how the different police agencies work. At the federal level, we got the Federal Police and the Federal Highway Police. At the state level, we got the Civil Police and the Military Police – and those are the ones I'll dive into below, tying back to my story up there.

Military Police are the public security forces in each state. Each state runs its own show, led by a commander/colonel. Their main gig is being visible and they answer to the State Government and the Civil Police. Each Military Police Battalion is responsible for a bunch of cities or areas in a city, depending on the population.

On the flip side, Civil Police are also spread out across all states. They're led by general delegates who command local police delegates, each responsible for a police district, usually found in every city. The Civil Police are all about judicial police work. They're obligated to assist the judiciary in enforcing the law, deal with crimes under state jurisdiction, and handle investigations, filing police reports, and intelligence actions.

As a Brazilian, I find myself wondering if it's the same deal in other countries and if this scene will ever change around here.

Oi, de novo!

Como mencionei no meu post introdutório, sou pós-graduada em Jornalismo Investigativo, atuando na área há 7 anos. Ao escrever diariamente sobre diversos crimes cometidos no Brasil, inevitavelmente, questiono: será que o crime compensa em nosso país?

Essa reflexão tornou-se ainda mais intensa no último final de semana, durante o evento Cabofolia, em Cabo Frio, Rio de Janeiro, considerado um dos maiores Carnavais fora de época do Brasil.

Entre os dias 18 e 20 desse mês aconteceu, em Cabo Frio, na Região dos Lagos do Rio de Janeiro, um evento chamado Cabofolia, que é considerado um dos maiores eventos de Carnaval fora de época do país.

O portal de notícias onde trabalho foi selecionado para cobrir o evento, e um dos repórteres, meu amigo pessoal João Víctor, foi furtado durante a cobertura. O iPhone dele foi levado por um criminoso, apesar do alto investimento em segurança - conforme o empresário responsável pelo evento. O que levanta a questão: o crime parece compensar, especialmente em grandes eventos, nos quais quadrilhas se organizam para cometer furtos e roubos em massa.

Logo depois de ter o aparelho furtado pelo ladrão, João saiu do evento e procurou a Polícia Militar que estava nas redondezas. O aparelho estava sendo rastreado pelo GPS, que apontava a localização bem próxima, praticamente do outro lado da rua de onde o Cabofolia era realizado.

Ele falou com os policiais que negaram a ajuda. Disseram que podiam fazer nada. Como assim? Não é a polícia que é responsável por capturar os criminosos? Logo depois, João foi até a Delegacia de Polícia e registrou um boletim de ocorrência sobre o caso. O desdobramento não foi diferente.

Isso tudo aconteceu na madrugada da última sexta-feira.

Logo pela manhã, ele me contou o que tinha acontecido e, como eu tenho relações diretas com diversos setores policiais na cidade, demos início às tentativas de, por conhecimento, recuperar esse celular.

O ápice da situação ocorreu logo depois. Meu amigo começou a receber ameaças dos criminosos que estavam com o celular dele, dizendo que já tinham todos os dados dele e da família e era melhor ele 'deixar pra lá'.

Mais uma vez João procurou a Delegacia de Cabo Frio, dessa vez, para relatar que, além de ter sido furtado, também estava sendo ameaçado pelos bandidos. A nossa esperança era receber o mínimo de apoio da polícia, mas, a resposta que tivemos, era que, novamente, nada poderia ser feito.

Depois disso, João perdeu as esperanças em recuperar o aparelho e, eu, cheguei à conclusão de que sim, o crime no Brasil compensa. Mesmo com todas as evidências e localização, os criminosos saíram vitoriosos nessa história, que me faz questionar em quantos outros mais crimes são cometidos diariamente por todo o país e os bandidos ficam totalmente impunes.

Na minha visão, o sistema policial no Brasil é muito falho. A Instituição se divide em diferentes funções, em que os órgãos do Estado tem finalidade constitucional de preservar a ordem pública, pessoas e patrimônio, além de controlar a violência e reprimir crimes.

COMO FUNCIONA A INSTITUIÇÃO POLICIAL NO BRASIL?

O sistema policial brasileiro é complexo, dividido entre forças ostensivas e judiciárias. As polícias Militar e Civil, responsáveis pela segurança pública nos estados, muitas vezes enfrentam entraves burocráticos e falta de cooperação mútua. Este é um problema estrutural que merece atenção urgente para combater a impunidade e promover a justiça. Além da Militar e Civil, que citei por tantas vezes ao relatar a minha história acima, temos também a Polícia Federal, Polícia Federal Rodoviária e os Bombeiros, que são militares.

Para quem não vive aqui no país, vou explicar brevemente um pouco sobre como funciona os diferentes órgãos policiais. No âmbito da União, temos a Polícia Federal e a Rodoviária Federal. Já no âmbito Estados, temos a Polícia Civil e a Policia Militar - e são essas que vou falar mais detalhadamente abaixo, para contextualizar com o meu relato lá de cima.

Os militares são as forças de segurança pública de cada estado do país. Ou seja, cada estado é responsável pela sua Instituição e em um comandante/coronel. Eles tem como a principal função a ostensividade e são subordinados ao Governo Estadual e à Polícia Civil. E cada Batalhão da Polícia Militar é responsável por um conjunto de cidades ou de áreas de uma determinada cidade, de acordo com o número de habitantes.

Já os policiais civis também estão presentes em todos os Estados do país. Eles são chefiadas por delegados-gerais, que comandam os delegados de polícia locais, responsáveis por cada distrito policial, que, geralmente, está presente em cada cidade do país. Cabe à Polícia Civil atuar como polícia judiciária. Ela tem a obrigação de auxiliar o Poder Judiciário na aplicação da lei, nos crimes de competência da Justiça Estadual, e é a responsável pelas investigações dos delitos registrados e pela instauração do inquérito policial e ações de inteligência policial.

Como brasileira, me pego refletindo se o mesmo acontece em outros países e, se, algum dia, esse cenário mude por aqui.
