The WHO is still working to change the IHR, the global health legislation, in Geneva. The future sessions will center on a global system of immunization certificates and passports, with a total of 307 modifications offered by member countries.

The IHR, a binding document that regulates public health and international health emergencies, is the World Health Organization's international law. The RSI, which was created in 2005, was unable to handle the Covid-19 emergency. As a result, the WHO decided to redesign it. To do so, a working group comprised of 196 State representatives, which has been working on the text for more than a year, was formed. The next meeting of this group is scheduled for October 2–6 in Switzerland, and the provisional agenda and draft program list the proposed amendments to entry points, health records, and public health measures, particularly those related to travel and transportation, as the main topics for discussion.

The green pass is therefore the component to be protected from the awful experience of Covid management, in the event that the RSI needs to be changed since it is insufficient to handle the pandemic.

In actuality, the Dr. Tedros-led Organization has already put in place a worldwide networked system for health certificates without waiting for the conclusion of discussions. The WHO members must all acknowledge the global global health certification network, nevertheless.

The 27 EU member states, the Southern Common Market, whose full members are Argentina, Brazil, Paraguay, and Uruguay, and the Eurasian Economic Union, which includes Russia, India, and Indonesia, are working to limit the freedom of movement for all unvaccinated dangerous people. As we all recall, India recommended deletion of the articles on health rights and freedoms, which modified the WHO's goals and guiding principles. The call also had to be answered by the US. Francis Boyle, professor of international law at the University of Illinois and expert on biological weapons, is closely monitoring the work for the modification of the IHR. Regarding the role of the USA, he declared that the Biden administration made the decision to approach the WHO in Geneva to obtain an international agreement from them in order to avoid and then suppress the significant American civil resistance movement against Covid. An agreement that can be utilized in the United States to overturn the Tenth Amendment, which provides democratically elected state and local governments and the American people themselves power over public health.

But in addition to vaccination passports, the WHO has also suggested prophylactic certificates, test certificates, passenger location forms, and traveler health declarations.
