You can, of course, have a paper wallet and physically carry it to someone else with a paper wallet. However, if BTC has to depend on the Pony Express to transact, it will effectively lose all value as money.

Since you need to broadcast to the internet for the miners to verify your paper wallet to say that BTC doesn't need the internet when the entire network of miners needs the internet is disingeneous.
