Yes, I love "The City of Neoxian" and most of you know that I am not that good at writing (to express myself) so here is my GIF work showing a little of it.
The reason of that GIF was also related to our citizens new hope, but leave it because I am not using it there 😅

Adobe Illustrator 2019 for creating character and his moves and background etc.
Adobe Photoshop 2020 for creating GIF by frames

Steps :

I started with a ellipse shape tool for face, and using Pen Tool make those hair style and illustrate other body parts thereafter.
I put all moves into this GIF as my working steps

After completing the character, I moves his fingers and took 4 different pose for frames, and give gradient color to rectangular shape as my background and try to illustrate shining look and move it on every frame 👇
