Mumbuca: A Social Currency that Strengthens the Local Economy [EN/PT]

During my last trip, passing through a city called Maricá, I came across something very interesting: there circulates a social currency called Mumbuca.

After having this initial contact with the currency, I decided to research this subject as I found it a very cool idea and one that I even related to cryptocurrencies. Mumbuca is a municipal currency widely accepted in the municipality and pegged to the Brazilian Real, meaning 1 Mumbuca = 1 Real. We can relate this peg to other stablecoins that we know. This is already something interesting, as people using this currency don't need to worry about purchasing power or the usual market fluctuations.

But what is the purpose of Mumbuca for the municipality?

Well, as this is a social currency, it is responsible for providing financial support to many low-income families. Of course, the municipality could be providing this distribution using the conventional fiat currency, the Real, but here's where the great idea lies: Mumbuca is distributed with the purpose of being used in local commerce, thereby strengthening the municipality's economy. Honestly, I found this idea ingenious, as it increasingly fortifies the economic landscape of the city.

According to my research, to be eligible for the benefit, residents need to be registered in the Unified Registry of the Union, the national register of families in situations of social vulnerability. Beneficiaries must have been residents of Maricá for at least three years, and the family income should be up to three minimum wages. Each beneficiary receives a debit card with Mumbuca values to pay for their purchases.

Initially, as I mentioned at the beginning of this post, I imagined that the transaction system was done through some blockchain technology. However, I later discovered that an independent bank created by the municipality itself is responsible for Mumbuca. Even though it's not blockchain technology, the good idea is still worth reinforcing.

An interesting fact is the name of this digital currency. It has indigenous origins and carries the same name as the main river that cuts through the city. Another point I'd like to mention is that initially, Mumbuca would have been a conventional paper currency with designs of fish and other regional animals on the coin face. These designs would hold significant symbolism, considering the city's coastal location and fishing as a source of income for some residents.

Today, Mumbuca benefits over 40,000 residents with 200 Mumbucas per month. During the pandemic period, this value reached 300 Mumbucas, as many people were constrained by the circumstances.

The Mumbuca currency has been in existence for over 10 years and demonstrates how this social project has succeeded in the city of Maricá. It was the first Brazilian city to adopt this social method with its own municipal currency. Could other Brazilian municipalities look at this city as a good example of social administration and replicate this great idea?

One concern I have is whether these social currencies, if adopted by many Brazilian municipalities, would somehow disrupt the value of the Brazilian Real and the country's economic system. Well, I don't possess extensive economic knowledge to provide an opinion on this, but after discovering that Mumbuca is backed by the Real, it eased my worries to some extent, as it preserves the value of the fiat currency and adds real value to this social currency.

I find it a very intelligent way to address some issues of the city and its population. Em minha última viagem, passando por uma cidade chamada Maricá, me deparei com algo muito interessante: por lá circula uma moeda social chamada Mumbuca.

Depois de ter esse primeiro contato com a moeda, eu decidi pesquisar sobre esse assunto, pois achei uma ideia muito legal e que cheguei a relacionar com as criptomoedas. Claro que a prefeitura poderia estar fazendo essa distribuição com a moeda fiduciária convencional, o real, mas aí é que está a grande ideia: a Mumbuca é distribuída com a finalidade de ser usada no comércio local, fortalecendo a economia do município. Sinceramente, eu achei essa ideia genial, pois dessa forma o cenário econômico da cidade fica cada vez mais fortalecido.

Segundo minhas pesquisas, para ter direito ao benefício, o morador precisa estar inscrito no Cadastro Único da União, o registro nacional de famílias em situação de vulnerabilidade social. O beneficiário tem que ser morador de Maricá há pelo menos três anos, e a renda da família deve ser de até três salários mínimos. Cada beneficiário recebe um cartão de débito com valores em Mumbucas para pagar por suas compras.

Inicialmente, como disse no começo deste post, eu imaginei que o sistema de transações fosse feito através de alguma tecnologia de blockchains, mas depois acabei descobrindo que existe um banco independente criado pelo próprio município, que fica responsável pela Mumbuca. Mesmo não sendo uma tecnologia de blockchain, ainda vale reforçar a boa ideia.

Um fato interessante é o nome dessa moeda digital. Ela é de origem indígena e leva o mesmo nome do principal rio que corta a cidade. Outro ponto que gostaria de mencionar é que, inicialmente, a Mumbuca seria um papel-moeda convencional com desenhos de peixes e outros animais da região na face da moeda. Esses desenhos teriam uma grande representatividade, já que a cidade é costeira e a pesca é uma fonte de renda para alguns moradores.

A Mumbuca hoje beneficia mais de 40 mil moradores com 200 Mumbucas mensais. No período da pandemia, esse valor chegou a 300 Mumbucas, pois nessa época muitas pessoas ficaram limitadas devido à situação ocorrida.

Uma preocupação que tenho é se essas moedas sociais fossem adotadas por muitos municípios brasileiros, se isso não atrapalharia de alguma forma no valor do Real e no sistema econômico do país. Bem, eu não tenho muitos conhecimentos econômicos para dar uma opinião sobre isso, mas depois que descobri que a Mumbuca tem uma lastro em Real, isso me deixou mais aliviado, pois de certa forma preserva o valor da moeda fiduciária e adiciona valor real a essa moeda social.

Por fim, a descoberta da moeda Mumbuca me supreendeu e apesar de existir por mais de uma década eu ainda não tinha ouvido falar dela. Achei uma forma muito inteligente de resolver alguns problemas da cidade e de sua população.
