You really need to define the type and extent of the nuclear war.

A nuclear winter would only occur it large numbers of nuclear strikes were ground detonation (which is really only for taking out underground facilities).

The most effective way to use a nuclear weapon is in airburst mode where the fireball doesn't touch the ground and throw lots of dirt into the atmosphere.
