My friend, I think you should change your mentality towards the government, honestly speaking what your saying is nice, to be honest people should be encouraged to donate their health organs after they are deceased, but it should be mostly on an individual basis, I think most people should decide that as they get to adulthood, families should sparingly involve themselves and I don't support the idea of incentive because as you said, greedy comes to play.
