A perfect disaster is an ironic statement, this is because a disaster is meant to be the exact opposite of perfect. But then, figuratively one can say a situation is perfectly a disaster when the disaster is one of kind. Well executed and relayed disaster can pass as a perfect disaster.
For example, the image above can pass as a perfect disaster. Though not planned, the stop sign meant for vehicles have been covered by water, hence making it available to see transport as a sign, yet it is not needed.
