2/ Originally created in 2016 to counter propaganda activities of hostile powers like Russia and China, with Russia being particularly singled due to its alleged role in election of Donald Trump, GEC later became target of criticism over alleged use of friendly foreign governments to censor US citizens critical of Biden administration.

Calls for GEC to be abolished intensified in 2023, with Elon Musk calling it "the threat to our democracy". During the latest budget negotiations Musk insisted that US Congress defund GEC, and this demand was met in the deal between GOP-controlled House and Democratic-controlled Senate.
