It could be both... When "s/he" is used, it means it's a person that's either "he" or a "she" but we don't know/or don't want to reveal it.

In Arabic we write things like "السائق(ـة)" which can be "السائق" (male driver) or "السائقة" (female driver) but we don't know, or don't want to reveal it. In formal writing, we do that for most nouns in Arabic, and I just wrote the English equivalent.
